FreePPP (and I think, OT/PPP) has a "timeout if idle after xx minutes" setting.

PPP software simply responds to requests to move packets.  It doesn't know
whether a running program is a comm program or not, so it's not going to care
whether a program quits or not.  There's no way for it to tell that you're done 
unless you say so.  Suppose you're running more than one comm program.  You 
quit one, but still need PPP for the other.  All the program knows is what
requests for packets it gets; and may be set to timeout if it gets no requests
for a while.

You could, however, write an AppleScript that quits all comm programs, then
quits the PPP connection.
