The problem could be hardware-related, i.e. I have an old CDRW that locks
the system when I shut down from Start menu. You can check by rebooting
with all drives disconnected except the hard drive, then shutting down
again.

But if that is the case, unfortunately I don't have a solution for it,
you'll just have to shutdown from alt-ctl-delete instead (which is my
preferred method anyway).
