You may not get this one fixed. We tried a shitload of 
various patches/fixes/solutions on some 98SE machines we had 
and it never went away, although if the client left it for a 
minute or three before hitting the power it always came up 
cleanly, problem was resolved when they were upgraded to XP 
when they got new machines. Most of the small number of 98SE 
machines we had never had a problem, but those that did were 
"immune" to all patching. 98 is infamous for this.
