Not a chance.

More than half of the sites on the net are running admin-less as it is,
and wouldn't have a clue of how to do it.  Most of the rest wouldn't care.

Even if the coverage was 50%, it wouldn't matter because the cancels would
in many cases prevent the original articles making it to the systems
with disabled cancel.  The cancel success rate would be well over 50%.

Or, the canny saboteur could do it with supercedes, and it might take a while
to notice that anything is happening.

If that feed could be identified - hiding it is easy.

Or, all you need do is subscribe to uunet, invent a fictitious site
"downstream" of you, and issue the cancels in the name of the
fictitious site.  Uunet hasn't dropping anatolia/zuma yet, has it?
