Individual people overreacting does not a lynch-mob make. There will
always be individuals who will propose wild reactions to perceived
problems. You seem to be accepting these individuals as the voice of
nan-a.*, which they most certainly are not. They are saying, "I see a
problem." How well they state their case, and how well respondents
answer their claims, is what moves the consensus.

So? What makes the producers of cartoons capable of selecting their
users for greater cluefulness?

Yep. One person was saying that, AFAIR. I was going to ignore it.
The responses from Altopia users, however, have changed my mind. I am
now thinking of Altopia in terms of being "semi-rogue", where before,
I simply thought them to be "weird". It's the "reasonable" Altopia
users and the posting of Altopia's policy statement that have brought
me to this decision, not anything said against Altopia by a single
person complaining about harassment.

Well, when the domain does nothing to allow people to filter out
individual users (like having any consistent header information), then
there is no other way to stop those few who are causing trouble.
