At some version around the 1.1.50s, Linux went from 8 statically allocated
virtual consoles (changeable with a kernel recompile), to 64 dynamic
"create when referenced" virtual consoles. Maybe the setup program is
incompatible with this new kernel. Try an older kernel if this is
possible with your hardware. I generally keep several kernels in the /
directory named vmlinuz-1.1.59 etc. My /etc/lilo.conf file allows me to
load all my kernels from the LILO command line with 'linux-1.1.59'.
