how do I enable semaphores?

On a Solaris 2.4 system, when I issue the ipcs command, I get
semaphores are not present on the system.  I was expecting a message
saying that they were present, just not enabled.  So, how do I get them
on the system?  I need them for the installation of HP Openview.
