xtacacs-3.4 on solaris 2.4 problem

I have problem running xtacacs-3.4 on sparc 20 with solaris 2.4.  The 
cisco 2511 router is configured to run tacacs.  The authentication fails 
all the time.  The xtacacsd daemond is running on the sparc server and 
the log file shows that the xtacacsd is not getting the right arguments.  
I have tested the router configurations on BSDI server running 
xtacacsd-3.4 and it works fine.  Im wondering if there are some problem 
or special configurations for xtacacs on solaris 2.4.
