Possession of cannabis is a criminal offence in SA and the ACT. What you
are wrongly calling decriminalisation was reducing the penalties for
possession of small amounts and making it possible for offenders to escape
having a criminal record - at the discretion of the police (in the ACT - I'm
not sure whether SA police have the discretion to prosecute rather than
issue an on the spot fine). Of course any cannabis in the offenders
possession is confiscated in either case.

Neither government has announced anything more than in intention to consider
amending the current laws. Neither has committed itself to what you
mistakenly call 'decriminalisation'.
