Quite so, and this is why I used the term "decriminalised", rather than 
"legalised". Fines and confiscation are not the same as arrest, court
arraignment and incarceration; as I understand it the former is what
"deciminalisation" connotes. Or at least this is the way the papers put it
the last time I read them - if your dictionary differs, then I wonder what
the word for this is? Anyone know?
