Hey, there's a little misunderstanding about TeX:
- TeX is the word processing system or better the compiler itself
- next there are several programs you need for generating fonts, viewing and
printing the dvi-File, which was generated by TeX(--> metafont, dvips, etc. )
- then there are several additional programs and tex macro packages which
are a easy user interface like LaTeX (general purpose), SliTeX (making slides)
  or BibTeX (making bibliography), etc.

NOW:
- There are some packages like SBTeX or PCTeX or emTeX, which are ready
sets for a special type of processor or operating system.
E.g. emTeX is a package for MS-DOS machines, containing everything you need:
MS-DOS versions of TeX, Metafont, BiBTeX, etc. and a lot of utilities for
indexing, converting fonts, etc. and the standard TeX and LaTeX fonts and
some documentation files and a lot of batch files for easy handling

As far as i know, nearly everything concerning TeX and the rest is freeware;
some of the utilities are not (e.g. TeXcad is shareware or so).
So you can get one of the TeX packages from every bigger ftp site without
bothering your department's funds. I am not familiar with australian sites,
in U.S.A. you'll get it for example at wuarchive.wustl.edu

Greetings
		Martin
