Prescott is closer to Phoenix than to Tucson, but I supose it's possible
that the call to Phoenix could be more expensive than the call to
Tucson.
I have no idea if AOL has a node in Flagstaff, either, but it does seem
likely that she would have to pay toll charges or use AOL's toll-free
(but costly) dial-up access.  Of course, if she gets an ISP, she should
be able to access AOL over the Internet.

This is based on my knowledge of computer services other than AOL,
namely
CompuServe, Delphi, and The Source (now gone, I believe).  Your mileage
(and toll charges) may vary.
