Well it's been long enough ago that I don't remember all the details.  I
do remember that there was some discussion as to if the group should 
have been called balt.* or balto.*, and in the end the overall concensis
was that it would be called balt.*.  

It has been this way for several years now, and I doubt anyone will 
want to change this, but you never know.  As far as what would be 
required, the answer is "A lot".  Since balt.* is a top level heirarchy
under NetNews, the site admins would have to physically have to 
remove the old distribution, create the new distribution, and finally
reissue the newgroups to recreate all the groups that currently 
exist under balt.*.

Anyway you asked, so now you know...  :-)


P.S. - I have removed all the cross-posting of this message, as it 
       really belongs in balt.config.
