I'm guessing that the bulk of the new newsgroups you may be seeing are
the nasty alt.* times. These require almost no real discussion at all
to produce.
However, other newsgroups do require discussions and votes for them to
be "officially" approved and given the nod by tale@uunet.uu.net
For a look at the hoops, check out news.announce.newgroups... If there's a
desire, I'll write up the official proposal.
