Posted in response to: http://x56.deja.com/getdoc.xp?AN=700713299 The following inter-office memorandum found at: http://www.geocities.com/grantorino.geo/sexual.htm was forwarded to Ms. Peggy Daidakis (Executive Director at the Baltimore Convention Center) from the former Deputy Executive Director on September 11, 1996 regarding Mr. Ed Tildon (Personnel Director): Based on our conversation yesterday I wanted to write down some of my concerns. I realize that Ed is trying very hard and my hope is that he has good intention, but at this time he seems to be doing more damage then good especially at the Management level. I can honestly say that none of the management staff percieves anything that he is doing as helping, but more as hindering. It seems as though he forgets that even though this facility has not had a Human Resources position formally that all of the management staff has been performing this function to some degree in their daily activities and has done a fairly good job over the years. In my opinion he needs to work on working with them as opposed to directing to them. This is creating many of the problems resulting from who Ed reports to, when he and a Management member disagree they ask me to get involved and in many cases they are told not to do that, that he will talk to you about it. Peggy, he is effecting the operation in a negative way and is creating more work and frustration for me and the rest of the management staff as opposed to helping us. My next area of concern is his general office demeanor. He arrives casually around 9:00 am on most occasions. I am a firm believer that we need to lead by example and how can he of all people help discipline employees when he does not follow the rules. Of greater concern are some of the comments I have received regarding some sexual overtones he has made to some members of the staff. I have had three female managers come to me and state that he has made comments that they felt uncomfortable with and in two cases he has written notes that had these same sexual overtones. Additionally, numerous line staff members have approached me with comments along the same lines. In one case another Manager came to inform me of a comment Ed made to a staff member because that staff member was bothered and did not know who to go to. Other comments have been made to Mario as it related to his promotion that were made at an inappropriate time and placed both you and I in an awkward situation. Recently, I found out that he made a comment to Chuck that he should not get his hopes up when Joe retires, that they were going to look outside of the building to fill that role. First of all that is completely wrong for him to make that comment and secondly a few weeks ago, Ed and I were talking about the organization and one of the areas we discussed was Public Safety and that is not what we talked about. Peggy, I am very concerned that in his attempts to make sure we do everything properly that we are going to create such negative attitudes that we are going to forget the customer. Ed seems to always have ideas in flux that change from day to day, I better appreciate creativity, but when you keep changing your thought process and the statements you are making to people it stops being creativity, and becomes incompetence and confusion. A perfect example is the "panels", when this process first started the panels were for MAPS positions only, now he wants to do a panel for Project Coordinator, Public Safety Supervisor, and Utility Coordinator. The staff here has made good hiring decisions in the past and never been questioned, why are all of the past practices now unacceptable. Finally, is the incident that occured this past weekend during the open house. If you remember Ed did not want to close at three o'clock, but at four o'clock because he felt that it was not enough time. We discussed this as a group and decided collectively that three was acceptable. At about 2:45 Sunday when Chuck and Renee began the procedure to close down the facility Ed intervened by approaching Public Safety officers and having them not ask people to leave, he then got Chuck involved and placed him in an very awkward situation with Ranee. First of all Ed has no right or knowledge to get involved in those types of operational decisions, it undermines the operation, affects the budget, and is not his place. Secondly, it seems obvious that he disagreed with our decision to close at three o'clock and took it upon himself to get what he originally wanted. This is not the first time that he has taken an issue that has apparently been resolved and keep bringing it back up for discussion in order to get the answer he wants. We do not have the time to do this nor do I feel we should, it has always been my understanding that when an issue is discussed and resolved that we would accept that.
