Maxwell explains what he's volunteering for with regard to the bc. and

As Rob Kelk has already pointed out to you, Maxwell is *not* trying to 
moderate bc. and van. groups. He's administering them, which as far as I 
can tell means nothing more than overseeing the creation of new groups 
when there is demand, and disseminating information about existing 
groups to allow them to be distributed worldwide.

In other words, Maxwell is one of the people who volunteer their time to 
keep the gears on Usenet lubricated, so that *you* can post any old 
nonsense you want whenever you want.
