Rental car insurance in the UK?

I'm trying to organize a car rental in the UK for a holiday
this year.  My travel agent says I should try getting insurance
from ICBC.  The rental agency charges about $22 a day.  However
ICBC says they only handle policies in the Canada/US, so the
only option appears to go with the rental agency.

Do I have any other options?  Can someone who's done this
before straighten me out?
