Your travel agent is correct about ICBC only supplying insurance if you're
travelling within Canada or the U.S.

A better option is to use a credit card which automatically provides car
insurance if you use the card to pay for the rental.  There are many such
cards ... two that come to mind right away are American Express and Royal
Trust's "Canadian Plus" Mastercard.  I suspect virtually all the "Gold"
cards from any of the banks provide this service as well.

Unfortunately, many of these credit cards charge an annual fee ranging from
$60-150.  This may be cheaper than paying $22/day for insurance, however.
