It's all part of the plot to discontinue manning of lighthouses so they can save money. Then when ships run into rocks or airplanes crash it is part of user pay. Just like the government brings ins a tax of $24.00 per passenger at airports but doesn't have to spend the money on security. General revenue is a gigantic slush fund for politicians. Incidently all the parties have the same attitude.
