At 6:45 I dialed up best and began downloading news.

Almost immediately best hung up on me.

I redialed best, and this time it did not hang up on me, nor did I get
any bad packets, but nor I did not get any responses from the news
server, the mail server, or the name server.

After several minutes these suddenly started to respond, though mail
server response was extraordinarily slow. Then the mail server picked
up speed.

For the last three days, every time I have started my session with
best I have had this sort of weirdness, and I am getting mighty
pissed.

Now it might be that the telephone system is fouling me up. That
would explain the hang ups but it would not explain the no hang up, no
response periods.

right, not from the arbitrary power of the omnipotent state.
