Since no one echoed my problems at the time, I took a risk, and bought a new modem -- a USR Courier V.Everything. It works great ... no more problems. This means that I now have 3 Sportster 28.8 modems, one internal, two external, that have various problems. The last one that was exhibiting the problems you describe was a Sportster 28.8 VI (voicemail version). Unless you want to spend the money to replace your modem, it will probably have to be replaced. I wasn't happy, but I still prefer USR brand. Incidentally, I noticed you crossposted to "alt...stereograms", which you probably didn't mean to do. Best of luck!
