The following scenario has been played out with me more times that I
can say:

1. I'm driving, say, 65 MPH in the fast lane.  The next lane over is 55
MPH traffic, *solid*.  This is a very frequent occurance during
afternoon commute hours on the northbound 101 north of the 92.

2. Somebody behind me wants to drive, say, 75 MPH.

3. He signals this desire by pulling up *right behind my bumper*, and
not backing off.

Now, I have a choice.  If I try to slow down to 55 MPH to merge with
the traffic to my right, but that (a) slows down everyone behind the
tailgater, and (b) is problematic with someone right on my tail.  If I
continue going 65 MPH, he can't get past.  So, I have to make a
judgement call on the basis of safety.  In general, I decide on the
course of action that will result in the fewest lane changes.
