To add to what Jim McIntosh said earlier, there is no guarantee that every news administrator will comply and make the newsgroup moderated. Beyond the few months of confusion, you as list owner will need to watch for articles that you have not personally approved, then track down the non-compliant site and politely ask the administrator there to set the newsgroup as moderated.
