Technically, yes. The bit.** groups are like the alt.** groups from the
Usenet perspective. We use their transport mechanism, but don't have their
rules. In actual practise, however, I've found that most sites will not
honor bit.** control messages unless I send them. There was one a couple 
of months ago from someone else and I was swamped by mail from news admins
asking me "Is this legit?".

So it would probably be best if you simply sent me e-mail (to 
jim@american.edu) asking me to send out the newgroup control message.
Also give me the name and e-mail address of someone who can answer
questions about the moderation, and the e-mail address where posts
should be sent for review. I will then forward this information on to
David Lawrence, enter it in the files I post monthly to bit.admin and
news.answers, and send out the control message for you.

(Does anyone know how to get WinVN to add signatures?)
