By this light, anyone can do it themselves.  Anyone can send out a
control message using David Lawrence's authorization, but if he does
not sent it himself, few news admins will honor it (and most won't
even bother to ask if it's legitimate).

FYI:  there's a running discussion in alt.* about having some sort
of voting mechanism to determine the proper name for each group
(although creation is still supposed to be guaranteed, as it is now).
