Unfortunately, it is almost impossible to prove that teaching in any format works at all! And it is even harder to prove cost-effectiveness, given that one can play with the cost factors so that nearly all the overhead is eliminated for, say, classroom teaching, but it is all included as cost for the media-based learning. One of the limiting factors is that students tend to work hard enough to get a B (these days they call B's A's, amplifying the effect). Interactive instruction that helps kids get their B's faster is nice, but since no one cares how long a student has to spend to learn something (unless the student is a highly paid trainee whose time actually IS valuable) it tends to get no credit or respect.
