It depends! We base our charge back on costs. What we do is get the
yearly cost for each megabyte of DASD. This is maintenance, power,
cooling, floor space, and people. The people cost is based on our
systems programmers telling us how much time is devoted to DASD. This
includes recovering from problems, running utilities, running backups,
etc. We add all this up and divided by how many megabytes on the floor.
This gives a cost per megabyte/year.

For disks that belong to certain groups, we charge for the entire
disk. For public disks, we calculate the megabytes used by each
account each night and charge for 1 days usage. On public disks the
charge back is set to recover the costs of the entire space. We find
the charge is very tiny!

Now one additional complication. We charge 80% of disk costs on space
storage and 20% on disk I/Os. So for example, if the the cost to be
recovered were $300,000, $60,000 would be recovered by disk I/Os and
the rest by storage charges. In one recent year, our rates .00002477
per disk I/O and .00001084 per Kbyte day. We also do some other fairly
silly things based on the idea of costs are cheaper at night than
doing the day, interactive costs more than batch. Most of this is
history and if I were going to design it today, I would create a much
simpler system.
