                                ABOUT UPPNET

The Union Producers and Programmers Network was founded in
1989 to promote and expand the production and use of television
and radio shows pertinent to the cause of organized labor and
relevant to all working people; to establish and promote the
general distribution of this programming; to address issues
regarding the media and its accessibility to all constituencies
and to encourage and promote the preservation of television and
radio broadcasts concerning labor.

We have the following goals for public television which we
would like to discuss with the public broadcasting community:

1. A fair amount of public television programming should be
devoted to the lives and concerns of American workers and their
families. A fair amount of this programming should be carried in
prime time on the PBS network and some of it should be regularly
scheduled.

2. The majority of support for such programming addressed to
the American Worker should be finance through a fair share of the
programming dollars supported by taxes, provided in large part by
workers. In addition, labor unions should be treated on a par
with corporations in PBS underwriting guidelines.

3. Public television station boards should be elected.
Programming advisory boards as well as the board of Corporation
for Public Broadcating (CPB) should include labor representation.

4. Public television should work toward the goal of eliminating
the need for corporate underwriting and should seek as secure
tax-supported funding base, such as a spectrum tax on commercial
broadcasting or a tax on television set sales.
