I use EndNote to do just such a job within this department. Useful
for exporting data for other manipulation (we store data in some of the
spare fields) with Excel.

Problems envisaged with performing such a task on a University-wide
system include:

1 Everyone will have to have their EndNote configured exactly the
same if the spare fields are to be used.

2 I would expect problems where publications are the product of two
or more departments: they will probably all enter the publication
in their departmental database, with the authors in a different
order. When the databases are merged this would be difficult to
spot under EndNote's find duplicates command. A visual inspection
with the merged database sorted only by year and title may be
  more reliable.
