Tim,
  Tape? Ugh!
I would lean towards using VMARC to compress Prof. X's disk to one
file ( fn=userid ft=VMARCcuu ) and store that VMARC file on a DEADBEAT
account. The DEADBEAT 191 should contain the VMARC MODULE that you use
for ALL arc'n! Any deadbeats over a z year(s) old I would then put to
tape. Then I would comment out Prof. X's mdisk statement in the
directory and remove all the info from it but the size X use to have (so
that the userid doesn't get used again and so that X gets back what was
once there).

The benefits of this way are that you get regular backups of the
DEADBEAT mdisk(s) so that if one tape breaks you haven't lost your
deadbeat's mdisks. Restoring a userid should be much faster (unless the
tapes and tape drives are right in your office). Userids won't be
reused by mistake.
