In my experience in commercial R&D, your observations apply to anyone who
might have an innovative idea - if the environment encouraged it.

With regard to your observation in the next paragraph, while I have met
some managers who deliberately exploit fear, I believe most managers share
the subconscious fear you describe (especially if they are untrained for
their management roles), which stifles their willingness to risk putting
their _management_ ideas up for discussion, which adds to the fear that
permeates the organization, etc..

As I audit and help organizations prepare for ISO 9001 registration, it is
frequently a well-received surprise that requirements for process, training,
and qualification apply to those who manage, plan, and make decisions as well
as to those who execute the plans.

Congratulations on what sounds like a well-earned retirement. Good luck!
