Surely a practical solution is to authorise the chair of the Steering Committee
to authorise it on behalf of the Committee.  The agreement of all (or even
any dissension) will be recorded in the minutes of the Steering Committee, thus
providing an audit trail for the authorisation.

BTW, I think that having the agreement of the Committee is a useful way of
assisting buy-in at all levels while showing Management Commitment without
Management Imposition.
