Bill I understand that these questions are not "TQM" related but in the true
practice of the psycho social aspects of "TQM" they are.  I have management
quality systems implemented a barrage of new practices and processess but when
it is all said and doen if someone, a person, wants to screw up a perfectly
good system they will and they can.  So the questionsand points posed by RAM
and DAVE are in fact related to TQM
