I've written just such a conversion tool, as a set of script macros
which produce html output rather than formatted text.
You can obtain the package from listserv by sending
a mail message to listserv@vm1.yorku.ca with the text
     get html package
or documentation and retrieval instructions are
available via www at
    http://hotspur.psych.yorku.ca/~friendly/gml/gmlhtml.html

But you'd better hurry - they're shutting down vm1 at the
end of January and the new listserv@yorku.ca may not provide
the same access to the package.
