Greetings to friends and colleagues!

This is a continuation of a series of Harris surveys to be
highlighted for SOS-DATA.

TITLE: Harris 1988 Race in America Survey, study no. 883006/09.
        Conducted by Louis Harris and Associates for the NAACP
        Legal Defense and Educational Fund.

FUNDING: The study was made possible by grants from the Carnegie
        Corporation of New York, the Rockefeller Foundation, and
        and Philip Morris Companies.

SAMPLE: This survey consists of two parts. The first is an in-depth
        telephone survey of a cross-section of the U.S. adult
        population -- including oversamples of blacks and Asians;
        and the second, is a study of a cross-section of the
        persistently poor (or "underclass") in eight U.S. cities:
        New York, Philadelphia, Chicago, St. Louis, Detroit,
        Atlanta, Houston, and Los Angeles. In the latter survey,
        random samples were taken in enumerator districts in the
        cities which qualified as being 40% or more at or below
        the Federal poverty line. The second sample consisted of
        face-to-face interviews.

SAMPLE SIZE:   Telephone Cross-Section: 2,008 white adults;
               1,005 black adults; and 110 Asian-American adults.

               In-person Interviews Among Blacks in the Underclass
               in eight U.S. cities: 347 adults.

TIME PERIOD: June 3 - September 12, 1988, by telephone.
              August 18 - October 13, 1988, in-person.

SUMMARY: The first survey deals with nearly every aspect of public
         policy that might affect the lives of minorities,
         including the perceived role of institutions enhancing or
         restraining progress for blacks; effects of busing; the
         justice system in general and the criminal justice system
         in particular for blacks; implications of the Howard
         Beach case; integrated housing; assessment of blacks who
         have achieved middle-class status; stereotypes of blacks
         held by whites and Asians; school drop-out problem; equal
         pay; affirmative action; Jesse Jackson for president;
         black attitudes about the political power objectives of
         of the black community; voter registration and voting
         behavior; quality of health care; and extent to which
         both blacks and whites feel comfortable or uneasy in
         each other's presence.

         The second person-to-person survey attempts to document
         how persistently poor people live, the problems they
         encounter, and how they are faring in terms of incomes,
         jobs, housing, relations with law enforcement agencies,
         education, and general well-being.

         This part of the survey was designed to follow-up on the
         pioneering work on the persistently poor conducted by
         Dr. William Julius Wilson of the University of Chicago.
