The things I'd check is

a) Oracle client is installed properly
b) The Oracle Alias has been set up
c) BDE is install properly (check the BDE Admin to make sure you see the Oracle
Driver)
d) The <orahome>\bin is in the path

My gut guess is that b) is not setup correctly. To test a & b try loggin in
with SQL*Plus, to test c & d create a test alias in the BDE Admin and try to
connect.
