Actually, you can.  When the -GD option is enabled for the linker, the
resource string ID's and text from VCL library dialogs and error messages
are output to a resource file (with a .DRC extension).  If the application
uses resource DLL's and each language redefines the text for those
resources, they will be displayed in the desired language when the resource
DLL is used for the application.
