A couple of things to be aware of...
1. The Windows operating systems come in several languages. This means
that in order for an application to have system messages appear in the
foreign language of choice then the application must be run on a foreign
language version of Windows.
2. I think that some system message boxes are actually buried within the
VCL and the text for them is there and not in Windows files, therefore
revising the language within them is a little tricky, perhaps not possible.
3. When I developed a Korean version of an application I worked on I
utilized a purchased translation component. This component took care of the
details of scanning all my source files (including the streamed form data)
and presented all of the text strings in a database for substitution. It
even allowed multiple languages to be supported at run time by virtue of a
component method call that selected the language database. This particular
component did suffer some limitations however. It didn't seem to catch all
of the text strings (particularly the VCL based messages) and so some
elements of the Korean application remained in English. We ran out of time
and budget to pursue this further but I suspect there are solutions.

Hope this helps.
