Documentation?

The following items are mentioned in the C++ Builder 5.0 Feature Matrix

      Multi-byte enabled VCL x x x
Dynamic Language switching at runtime x x x

And yet I can find no documentation at all regarding these topics. I find it
inconcievable that all this internationalization support has been added to
the product and yet there is nowhere to go to read about how to use it. The
most I can find are some two-sentance defintions of Localization and
Internationalization. Has anyone located any resource, or are we expected to
just poke buttons until something works?
