You CAN'T use LoadString() on W9x, because it maps to LoadStringA(). This
function works with 8-bit characters and converts the Unicode strings in
resources to current system codepage, which is surely not the Chinese one on
your western W9x.
Use this function instead:

Remember also, that the .rc file MUST be written in the right codepage and
the codepage MUST be given in the .rc file by #pragma code_page(xxx) or by a
switch on command line to the ressource compiler.
