Yes, you can use it.
Because you have Chinese Windows, you can display multibyte Chinese
characters.
You can convert Unicode to Multibyte with WideCharToMultiByte() and then
assign it to VCL components.
If you use resource DLLs, LoadStringA() converts automatically to multibyte
under Chinese locales.

VB supports Unicode only internally. AFAIK you can't display it in VB
controls.
I don't know about Foxpro.
VC++ has Unicode version MFC, but it works only under Win NT and 2000. You
can't use it on W9x. Maybe when the unicows.dll library from Microsoft
matures a bit. It implements all the missing Unicode functions on W9x.
Java supports Unicode, that's right. I don't know how it is on W9x with
Java. But you should rather have a pretty powerful machine to use Java.

> My client in cannot use my product because VCL cannot support Unicode

Yes, that's very sad.
I have the same problem with Japanese. I'm developing my own Unicode VCL
components.
You might want to check out www.eldos.org. Their ELPack components will
support Unicode in the next version. To be released in 3 weeks.
Or use CLX components in Delphi 6. Many of them support Unicode.

> why VCL don't support unicode, when will inprise improve it?

Well, don't ask me, ask Inprise ;)
Hope this helps.

Greets to Hong Kong !
