Assigning the Host at design-time does not actually connect to the server.
That only happens at run-time.  You can assign anything you want to the Host
at any time, it is not actually processed until Connect() is called.

That is not a valid Time server.

Verify your IP address and port.  You are trying to connect to a server that
is not actually running.  The remote machine is reachable, but there is no
server socket listening on the port you are trying to connect to.
