Yes.
Check the returned error code.
It should tell you that you are trying to bind to a non-existant IP.

bind() tells Sockets which IPAddress you want to talk to.
If you bind to INADDR_ANY, then anybody on your network can send to
your socket.
OTOH, if you bind to your IP, then only programs on your machine can
send to your socket. 
IOW, you can only talk to the person you are bound to.
