It is exactly what its name suggests - a string of characters.  In C++, the
equivilent is the AnsiString class.

Why are you creating a TStringList instance that you never actually use?

Why are you dereferencing the Memo->Lines pointer?  Do not do that.  That is
the cause of your error.  Use the following code instead:
