Yes, it does.  That is the whole purpose of that collection - it contains
all of the elements that are on the page.

It is not supposed to.  OPTION tags are not standalone elements.  They are
children of the SELECT element.  You have to query the SELECT element for
its IHTMLSelectElement interface in order to access its options.

I strongly suggest you read Microsoft's documentation about what interfaces
are actually available and what functionality they expose:
