Yes, I'm working on something similar at that moment.
Try having a look through the winapi help or view your mmedia.hlp file that
comes with builder.
The jist of it is that you load the avicap32.dll and then use
capCreateCaptureWindow  function like this:-

   AVICapDllHandle = LoadLibrary ( "AVICAP32.DLL" );
   if ( AVICapDllHandle == 0 )
   {
      MessageBox ( NULL, "LoadLibrary:\nAVICAP32.DLL not found.",
                          "Error FS 002", MB_ICONSTOP );
   }

   HWND hForm = Form1 -> Handle;
   hWndC = capCreateCaptureWindow ( "WebCamWin", WS_CHILD | WS_VISIBLE,
                                   20, 20, 320, 240, hForm, 0 );

You can then use other functions etc to save to disk etc., but you'll have
to look those up in the help files.
Otherwise there is a video capture component the www.vclcomponents.com
website called video.zip (just search for it, I can't remember what section
it's in) You might find it quite interesting. It's quite a bit easier than
delving into the depths of the winapi but it's not as versatile.
