No.  NT/2K/XP always uses a shared memory map regardless of the
SHCNRF_NewDelivery (0x8000) flag.  Actually, SHCNRF_NewDelivery is the same
as SHCNF_NO_PROXY, which specifies which window originally receives the
notification data.  The issue is explained in more detail here:
