I think I have found a coorelation. Here are the results from a wide range
of computers running at the high school and my computer.

The three tables are the same results just sorted in different ways. This
says to me that:
1. There is a proportional relationship between Processor speed and FileTime
speed. Faster processor == faster FileTime.
2. There is NOT a proportional relationship between processor speed and
GetTickCount. Generally, Win2k machines execute GetTickCount quicker then
WinXP machines regardless of processor speed.
3. Modern OSes execute FileTime quicker then older OSes, even on slower
processors.

Conclusion:
The execution time of GetSystemTimeAsFileTime is quickened by increased
processor speed and modern Operating Systems. By contrast, the execution
time of GetTickCount is generally faster on older Operating Systems,
regardless of processor speed.
As a result, in systems with fast processors and modern Operating Systems,
GetSystemTimeAsFileTime will out perform GetTickCount.
The exception to the rule is with Athlon's. They execute
GetSystemTimeAsFileTime quickly regardless of OS or CPU speed.
