It's the new name for GMT, roughly speaking. Nothing at all to do with whether the resolution is microseconds of fortnights. You'd probably only notice this during the summer, of course, when your watch won't be displaying UTC. Quite why they use a tick count based on 1 Jan 1601, I don't know.
