My call to CreateProcess works when the program is ran with W2000 but not
W98SE.  The exe called has to be in the directory of a file given as a
parameter to it with W98SE.  Also the exe has to be in the directory of the
calling program or CreateProcess returns error code 2 as it should do.  It
looks like a bug with W98SE.  There is no problem with W2000.
